DAVENPORT, Iowa – New charges have been filed against a Davenport man accused of sexually abusing a child multiple times.
On Dec. 3, Scott Stowe, 38, of Davenport, was arrested and charged with Continuous Sexual Abuse of Child, a Class B Felony.
On Jan. 8, a new court filing revealed new charges filed against Stowe in connection to the original allegations.
Stowe pled Not Guilty and waived his right to a speedy trial, court documents show. He now faces the following charges:
• Second Degree Sex Abuse [6]
• Lascivious Acts with Child [3]
• Indecent Contact with Child [3]
• Sexual Exploitation by Adult [3]
• Show Obscene Material to Minor [3]

On Dec. 12, an agreement was made to lower Stowe’s bond from $250,000 cash only to $25,000 surety, court documents show.
The bond was ultimately paid and Stowe was released from jail the following day. He is ordered to be under the supervision of the Department of Correctional Services.
The supervision will include GPS monitoring and no contact or lessons with anyone under the age of 18, court records show.
According to online records, Stowe is a former employee of Iron Tee Golf and First Tee – Quad Cities where lessons were offered to children.
On Dec. 4, First Tee – Quad Cities released the following statement on Facebook:
“Dear First Tee Families,
We were notified that a former chapter employee, Scott Stowe, was arrested yesterday and is currently jailed on charges related to alleged sexual conduct with a minor and drug possession. He had resigned from his role with the chapter in April and has not been associated with our chapter’s programs since then. He passed a background check and received SafeSport training while employed at the chapter and before the charges were made.
Our number one priority is, and will always be, the safety and well-being of the young people in our programs. We have a strong youth protection framework in place, which includes background checks, annual abuse prevention training, and policies designed to ensure oversight and protection for every participant.
Based on recent discussions with the Sheriff’s Office, it appears this is an isolated situation. This matter is now in the hands of the legal system. The chapter is fully cooperating with that process.”
In July, Stowe registered a business named Stowe Golf LLC with the State of Iowa.
Regarding Stowe’s bond reduction and subsequent release from jail, Scott County Attorney Kelly Cunningham said, in part, the following in an email:
“Where there is a lack of prior criminal history and no history of failures to appear, the Court will often modify the conditions of release to either one of release on a defendant’s personal recognizance, or release under supervision to the Department of Correctional Services.
In this instance, the defendant’s bond was modified and if he was able to post such, upon his release he was ordered to be supervised by the Department of Correctional Services during the pendency of the prosecution.
As such, he is required to meet with a pretrial release counselor at required scheduled times and complete any conditions set forth in the pretrial release agreement.”

Allegations.
According to arrest affidavits, between Oct. 2021 and March 2024, Stowe engaged in sexual acts with a child who was between the ages of 11 and 14 during the abuse.
Stowe allegedly performed sexual acts on the child, and had the child perform sexual acts on him, in his home and vehicle.
Stowe would also show the child pornographic videos while engaging in sexual acts, affidavits show.
On Dec. 3, Stowe was arrested, and on Dec. 4, a No Contact Order was granted against him on behalf of two children and an adult, court documents show.
According to Iowa law, an adult commits Continuous Sexual Abuse of a Child when they engage in, ‘any combination of three or more acts of sexual abuse with the same child, and at least thirty days have elapsed between the first and last acts of sexual abuse.‘ If convicted, Stowe faces a maximum sentence of 50 years in prison.
What’s next?
Stowe will remain under court-ordered supervised and GPS-monitored release until at least his next court appearance.
A pretrial conference is set for March 3 at 1:35 p.m. to determine if the case will be set for trial or resolved by a plea deal.
