State’s Attorney: Officers’ use of force in Savanna pursuit last month was justified

SAVANNA, Ill. – Carroll County State’s Attorney Aaron Kaney announced Thursday that the officers’ use of force in a pursuit ending in Savanna last month was justified.

Kaney says four law enforcement officers fired their gun near the intersection of Webster Street and Main Street in Savanna on the morning of June 26, which resulted in suspect Mark Feltmeyer being injured.

Those officers have been identified:

  • Savanna Officer Tyler Todd
  • Carroll Co. Deputy Ryan Guenzler
  • Carroll Co. Deputy David Geesey
  • Mt. Carroll Officer Steven Metzger

“Illinois State Police were asked to conduct an independent investigation of the incident,” Kaney said. “I have reviewed the detailed report from the Illinois State Police, the body cameras of the involved officers, and the squad car videos from the incident.”

Kaney concludes the officers acted ‘reasonably and lawfully’ in firing their guns as ‘they believed such force was necessary to prevent imminent death or great bodily harm to themselves or others.”

No criminal charges are warranted against the officers, Kaney said.

Kaney did not provide details of the incident citing the ongoing criminal case against Feltmeyer.

Feltmeyer faces several felony charges in both Carroll and Stephenson Counties in connection to the June 26 incident, including Unlawful Possession of a Motor Vehicle, Criminal Damage to Property, and Aggravated Assault on Officer, court records show. He is accused of stealing a business-owned pickup truck and leading police on a multi-county pursuit before ramming the truck into multiple squad cars and nearby homes in Savanna.

Feltmeyer will undergo a fitness evaluation in Carroll County to determine if he is fit to stand trial. A status hearing is set for Sep. 5.

A motion for Feltmeyer to undergo a fitness evaluation has also been filed in Stephenson County. A status hearing is set for Aug. 29.

Feltmeyer remains in custody at the Stephenson County Jail.
